Just like the first BRIC summit - which then included only Brazil, Russia, India and China - the 16th BRICS summit was held in Russia. The first in Yekaterinburg, the 16th in Kazan. The first one was chaired by the then Russian President Dmitry Medvedev, and the 16th by the current President Vladimir Putin. Non-participation of the President of the Russian Federation at the 15th BRICS summit in Johannesburg in 2023 was the most intriguing detail about that summit.
